Toddlers can handle puzzles with more pieces, but because they're still working on their pincer grasp (holding things between their thumb and fingers), thick pieces with pegs are easier to manipulate. Toddlers' abilities vary widely, so puzzles that can be adapted from easy to hard keep them challenged. A two-sided puzzle offers that kind of flexibility.
